Whip 4.0 is the newest version.   It includes support for AutoCAD 2000 as well as the following list of features (lifted from AutoDESK's webpage on the matter):
  • View ePlots—View plot information like lineweights, scale, and paper size.
  • Drag and Drop—Drop DWG files from the Web into AutoCAD 2000, AutoCAD Release 14, and AutoCAD LTŪ 97.
  • Real-Time Pan and Zoom—Rapidly view drawing details.
  • Layer Controls—Turn layers in DWF on and off.
  • ActiveX Automation—Use WHIP! with Visual Basic, VBA, and VBScript. Embed DWF drawings into other documents (e.g., spreadsheets or presentations) using ActiveX.
  • ASCII DWF Support—View DWF drawings written in ASCII.
  • Printing—Full DWF or HTML page output capability.
  • Right-Click Menus—Easy access to DWF viewing controls.
  • Enhanced Navigation—Microsoft IntelliMouse support.
  • Streamed Media—Download and view drawings faster.
  • Java—Customize and control WHIP! with LiveConnect, Java, or JavaScript.
  • Hyperlink Display—Enables easy navigation to associated drawings.
  • Expanded URL options include:
    • Target—View a DWF file in a specified frame
    • Named View—Use a view already in a DWF file
    • View—Specify a view using exact coordinates
    • User Interface—Turn on or off
    • Query—Get DWF file information to CGI scripts
